Biographical Information

Ted and his partner have lived in Woodstock, New York, for twenty years.

Ted received his Ph.D. in social welfare from the University of California at Berkeley and his law degree from Albany Law School.

Ted began his private practice in 1996. Before that time, for twenty years he served as a consultant for the Children’s Rights Project of the American Civil Liberties Union, for Children’s Rights, Inc., and for the National Legal Resource Center for Child Protection and Advocacy of the American Bar Association.

His volunteer work has included supervising crisis-intervention counselors at GMHC, the Gay Men’s Health Crisis Inc., in NYC.

Ted also teaches law courses for non-lawyers at SUNY-Albany and is the author of many articles and books. His books include The Social Welfare of Women and Children with HIV and AIDS (Oxford University Press), Child Welfare and the Law (Child Welfare League of America Press), and The Role of Law in Social Work (Columbia University Press). His articles include “Child Custody and Visitation: The Rights of Lesbian and Gay Parents” in Social Service Review (The University of Chicago Press) and two articles in AIDS and Social Policy that deal with the custodial and visitation rights of lesbian and gay parents with HIV and AIDS.
